In a southern American geographical context, original cultural stratum have been modified by different immigrant contributions which have produced peculiar and distinctive local features. Nowadays, this process is looking for recognizing itself as a real way of development. In this way, the objective is to encourage a recovery and put into value of the social and cultural identities as well as the natural characteristics in the influence area of Rio de la Plata, whit the participation of Argentina, Uruguay, Brasil and Paraguay through their competent organizations whit the purpose of fomenting the international cooperation in scientific aspects applied to patrimony.
