This volume contains the papers presented at the second International Scientific Conference organised by the Committee, this time jointly with the Spanish National Committee of ICOMOS, which took place in Toledo from
July 22 to 24, 1999. The theme chosen for the Conference"Protection through planning. Public participation in planning and listing processes" turned out to be of twofold interest.The contributions to the conference, as laid down in this book, do not only inform about the different ways of involving the public into protection and maintenance of monuments but they also give indirectly an insight into the self-understandingof different legal systems and states.

Le volume actuel contient les exposés présentés pendant la seconde conférence internationale réunie par ce Comité qui, organisé avec le concours du Comité national Espagnolde l'ICOMOS, eut lieu a Tolède du 22 au 24 juillet 1999. Le sujet choisi a cette occasion - "La Protection par le moyen de la planification. Participation publique dans les processus de planification et dans l'établissement d'inventaires et catalogues de protection" - apporta un double intérêt. Les contributions, comme cela est évident dans ce livre, n'apportent pas seulement une information sur les différents points de vue d'intéresser le public dans la protection et la conservation du patrimoine, sinon que, indirectement, apportent également une nouvelle optique pour la compréhension des différents systèmes légaux et de la situation qui en résulte.
