This booklet, part of the cycle « La parole aux élus [Giving elected representative their say] », makes up the proceedings of the Strasbourg workshop organised on 15 and 16 September 2022 by the ICOMOS France "Sites, landscapes and heritage areas" working group. Identifying the challenges shared by town and country makes it possible to reinvent equality between these two types of territorial economy, which for decades have been marked by subordination, contempt or antagonism. Today, these territories must join forces to face up to a globalised world that threatens urban harmony and rural well-being, destroying tboth he mutually beneficial links and the traditional interdependence balancing their relationship. The Strasbourg workshop explored a number of avenues for (re)building urban-rural neighbourhood solidarity in a wide range of areas. It was proposed that the issues should be structured along three lines: 1. sharing resources; 2. interlocking spatial scales and their implications for cooperation and flow management; 3. cooperation tools and means of governance. During this workshop, speakers in round tables could share their experience on concrete cases, illustrating the plurality of the notion of heritage and how it can rally people, bring them into action, inspire and drive projects.

Ce cahier, qui s’inscrit dans le cycle « La parole aux élus », constitue les actes de l’atelier organisé à Strasbourg par le groupe de travail « Sites, paysages et espaces patrimoniaux » d’ICOMOS France les 15 et 16 septembre 2022. L’identification de défis partagés par la ville et la campagne permet de réinventer l’égalité entre ces deux types d’économie territoriale marqués depuis des décennies par la subordination, le mépris ou l’antagonisme. Aujourd’hui, ces territoires doivent s’associer pour faire face à un monde globalisé, qui menace tout autant l’harmonie urbaine que le bien-être rural, détruisant ainsi à la fois les liens mutuellement avantageux et l’interdépendance traditionnelle qui rendait leurs rapports équilibrés. L’atelier de Strasbourg a permis d’explorer plusieurs pistes pour (re)construire des solidarités de voisinages urbain-rural qui devraient se décliner dans de nombreux domaines. Il a été proposé de structurer la problématique selon trois axes : 1. Le partage des ressources ; 2. L’emboîtement des échelles spatiales et ses implications en termes de coopération et de gestion des flux ; 3. Les outils de coopération et les moyens de la gouvernance. Organisé sous forme de tables rondes, cet atelier a permis aux intervenants de partager leurs expérience à partir de cas concrets, illustrant non seulement la pluralité de la notion de patrimoine, mais aussi sa capacité à rassembler, à mobiliser, à enthousiasmer et à être moteur de projets.
