To offer guidance on the process of commissioning Heritage Impact Assessments (HIAs) for World Heritage (WH) properties in order to evaluate effectively the impact of potentialdevelopment on the Outstanding Universal Value (OUV) of properties.
The guidance is addressed at managers, developers, consultants and decision-makers and is alsointended to be relevant to the World Heritage Committee and States Parties.
The concept of OUV underpins the whole World Heritage Convention and all activities associated withproperties inscribed on the List.
